    "description": "BlueLight Commercial are approaching the market nationally to establish an Open Framework for the provision of Digital Forensic Software and Tools. \nThe scope of this framework has been established in alignment with the Forensic Science Regulators Code of Practice (2025), ensuring it reflects the current statutory requirements placed on local forensic units. This framework is intended to include all suppliers of Digital Forensic Software and Tools that support policing and agencies in meeting their obligations under the code. We seek to ensure that Software and Tools on the framework enable forces to achieve compliance, maintain quality standards and uphold the integrity and reliability of digital forensic processes in line with regulatory expectations. Inclusion on this framework does not require suppliers themselves to be accredited or directly compliant with Forensic Science Regulator’s Code of Practice, but the Software and Tools they provide must support end users in meeting those requirements. \nWe reserve the right to review and amend the scope of this framework as required to reflect any updates, revisions, or iterations of the Forensic Science Regulators Code of Practice and associated standards throughout the duration of the framework agreement. \nFollowing national consultation, it has been agreed that case management systems will not be included within the scope of this framework. This ensures the framework remains focused on digital forensic software and tooling, avoiding overlap with other national procurement activity. \nThe stated estimated contract value includes provision for anticipated annual price increases over the potential contract term, in line with expected inflationary and market-related cost pressures. In addition, the value incorporates an allowance to cover estimated expenditure that may arise from use by additional participating or associated agencies during the life of the contract.\nThe estimated value is therefore not a guarantee of spend but represents a prudent upper limit for procurement and transparency purposes",

    "description": "BlueLight Commercial are approaching the market nationally to establish an Open Framework for the provision of Digital Forensic Software and Tools. \nThe scope of this framework has been established in alignment with the Forensic Science Regulators Code of Practice (2025), ensuring it reflects the current statutory requirements placed on local forensic units. This framework is intended to include all suppliers of Digital Forensic Software and Tools that support policing and agencies in meeting their obligations under the code. We seek to ensure that Software and Tools on the framework enable forces to achieve compliance, maintain quality standards and uphold the integrity and reliability of digital forensic processes in line with regulatory expectations. Inclusion on this framework does not require suppliers themselves to be accredited or directly compliant with Forensic Science Regulator’s Code of Practice, but the Software and Tools they provide must support end users in meeting those requirements. \nWe reserve the right to review and amend the scope of this framework as required to reflect any updates, revisions, or iterations of the Forensic Science Regulators Code of Practice and associated standards throughout the duration of the framework agreement. \nFollowing national consultation, it has been agreed that case management systems will not be included within the scope of this framework. This ensures the framework remains focused on digital forensic software and tooling, avoiding overlap with other national procurement activity. \nThe stated estimated contract value includes provision for anticipated annual price increases over the potential contract term, in line with expected inflationary and market-related cost pressures. In addition, the value incorporates an allowance to cover estimated expenditure that may arise from use by additional participating or associated agencies during the life of the contract.\nThe estimated value is therefore not a guarantee of spend but represents a prudent upper limit for procurement and transparency purposes",

    "description": "BlueLight Commercial (BLC) have published a Preliminary Market Engagement Notice and are working in collaboration with the Forensics Capability Network (FCN) to gather information in relation to the supply of Digital Forensics Software and Tools.\nBLC are exploring a national approach to the supply of Digital Forensics Software and Tools that meets the evolving needs of police forces and agencies. BLC and FCN will conduct the Preliminary Market Engagement to ensure better understanding of the market, supplier appetite, capacity, and capability, as well as perceived risks and opportunities. The aim is to ensure all forces and agencies have access to the most effective, reliable, and innovative digital forensic solutions available in the market.\nA request for information via a written response is being requested in the first instance and request this is returned by Friday 4th April at 11:00am\nFace to face meetings will take place on either the 7th or 8th May, depending on the level of interest BLC reserve the right to only invite suppliers to these sessions who are currently in high demand or high risk areas. The session will provide an opportunity to expand on the information requested below.\nIf representatives from your organisation are unable to attend on the 7th or 8th May please indicate below.\nYour feedback as a provider will not have a bearing on any future Tender submissions you may wish to offer at a later stage. You will not be disadvantaged if you choose not to respond to this engagement questionnaire, however it will be helpful to understand your views early in the design process, so we encourage you to respond as fully as you are able to. For the avoidance of doubt, this stage of the project is not part of a formal procurement process and there is no commitment, at this stage to carrying out such a process.",
