NEPO intends to make the agreement available for use by all Contracting Authorities throughout all administrative regions of the UK (as defined by the Procurement Act 2023).

Published description of the framework
Suppliers are required to complete a Pricing Schedule to detail their costs. All costs associated with the delivery of the Solution must be included within the Pricing Schedule.
The Pricing Schedule 'Instructions Tab' provides information to Suppliers of the approach to costs and how and where they should be input into the Schedule.
Suppliers must not submit their pricing in any other format and, where required, will amend their pricing model to reflect the format within the Pricing Schedule.
Pricing will be evaluated on a relative basis. The tender receiving the lowest total evaluated price will be awarded the maximum available marks for price. The scores of all other tenderers will be determined in proportion to the lowest-priced tender.

The deadline for responding to this Invitation to Tender (ITT) is before 12:00 (noon) on Friday 25 September 2026. Submissions including uploading of all Procurement Documentation must be completed before 12:00 (noon).
Any Tender received on or after 12 noon will not be accepted.
Tenders must be submitted electronically via the Open system (www.open-uk.org ↗) within Questionnaire(s) via the Answer Summary section. Submissions received through any other means may be rejected.

As part of the market engagement process, NEPO will issue a Soft Market Testing (SMT) questionnaire to gather initial feedback from the supplier market. The questionnaire is expected to be published on the Open e-Tendering platform on 3rd July 2026, with responses requested by 24th July 2026. Interested suppliers will be able to access the questionnaire via www.open-uk.org ↗.
In addition, NEPO will host a supplier engagement event via Microsoft Teams. This session will provide an overview of the proposed requirement and give interested suppliers the opportunity to ask questions, share feedback and contribute insights to help shape the procurement approach. The presentation will be delivered on 9th July 2026. Suppliers wishing to attend should register their interest by contacting [email protected]
