26-72 Electrical and Data Installation Services
Authority: University of Wolverhampton (Education)
What is being bought
Published requirement descriptionThe required Services shall include the provision of:
- Initial survey and setting-up of systems & asset lists
- Planned maintenance
- Reactive maintenance
- Cyclical maintenance
- Projects, Upgrades and Replacements for minor works
- General repairs
- Call-out provision for repairs and breakdowns
- Prerequisite Records of Work and Reports to be uploaded onto university Planon CAFM system
To give an indication of works required; the provision of electrical services budgets is set on an annual basis to maintain and provide upgrades on end-of-life assets, internal/external lighting upgrades and capital projects as agreed by Board of Governors set out in the Long-Term Maintenance budget. This spend is likely to be between 1.5 to 2 million pounds per annum, these figures are indicative spend on previous years and cannot be guaranteed as part of any new agreement.
The proposed approach is to establish a single contract with one supplier under a single lot, with an estimated value of up to Electrical works up to £150k (inc VAT) in value and will include Data Installation Services. per project. This model is intended to simplify contract management, improve accountability, and provide a more consistent and coordinated service delivery arrangement
Notwithstanding the above, the University reserves the right, at its sole discretion, to treat any individual requirement/project with an estimated value exceeding £150,000 (inc VAT) as a separate project and to determine the most appropriate procurement route for that requirement. In such circumstances, the University shall be under no obligation to award the work to, or procure the work through, the successful Tenderer appointed under this contract. The successful Tenderer may be invited to participate in, or be considered as part of, any subsequent procurement process
- The authority expects to re-tender this requirement around 1 Aug 2031, 23:59 BST.
- How the procedure runs: Those Tenderers that successfully pass the requirements of the Qualification ("Selection Stage") (in the opinion of the University) will be automatically taken to the next stage of ITT assessment ("Award Stage")
- No preliminary market engagement: N/A

Published award criteria (2)
- Price: 80%
- Quality: 20%
No conditions of participation were published on the notice; check the tender documents.
- Price carries 80 of 100 points: a 10% discount moves about 8 points. This one is won on the number: sharpen the price before polishing the prose.
- Turnover usually expected at this size: about £3,330,292 (twice the annual value).
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula. Turnover is an indicative market norm (≈2× annual value), not a published condition.

How the contest usually goes
Winner shares use published awards; bid and price charts use contested lots.
i
How often small and medium firms win.
Share of awards where the winner’s size is known.
The counts under this question show how many awards have a known supplier size.
Small firms have won here. Neither number says whether you qualify; it describes who has been winning.
i
How often local firms win similar work.
Winners with a registered address in the delivery region, out of awards with a known address.
Here, local means the winner is registered in the region where that contract was delivered.
A local branch does not count if the registered address is elsewhere.
Most of this buyer’s recorded winners are registered outside West Midlands.
i
How long buyers here take to decide after bids close.
Middle value in days from the deadline to the first award notice, on competitions that published both dates.
Only decided tenders count, so slow ones still waiting are not in.
Half of these awards were announced within 41 days of the bid deadline.
i
How often work is awarded with no recorded rival.
Direct awards and tenders where every published lot count shows one bid.
The market share is a minimum: some awards have no bid count.
Thin markets produce this too; it is not proof of a tailored specification.
Direct awards or one recorded bid are common here. Check the route before spending time on a bid.

About this data
- Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
- Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
- Forecasts are labelled. The price forecast and its range, possible competitors and the match score are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
- Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
