22/002 - The Provision of Design, Supply, System Integration & Maintenance of Control & Instrumentation Equipment Services to GNI & GNI UK

GNI is seeking to establish a framework agreement for the design, manufacture, supply, testing and delivery of Logic Control Systems and materials, including Safety Instrumented Systems and Station Controllers at Gas Network facilities throughout Ireland, Northern Ireland and the UK. This equipment will be for installation throughout the GNI network over the next 5 years with additional options of 1+ 1 + 1 year. The equipment within will be used for control of Gas Process at various stations throughout the GNI network and will be used for, but not limited to, the following services/applications; • Large control system. 300+ Hardwired IO points typically, with a mixture of Both IS and Non-IS Analogue and Digital Signals (estimate: 100: IS-Digital, 70: IS-Analogue, 175: NIS-Digital, 50: NIS-Analogue) • Design and Supply of all equipment associated with marshalling of signals. • Remote Process Telemetry and control (Pressure, Temperature, Flow Rate etc.) • Integrated Local Operator Control Station (SCADA/HMI - Native and/or Third-Party Apps) • Function Safety Competence and Process Control capabilities certified to IEC 61508 and suitable for use within an overall IEC 61511 control system (SIL3 capable systems, e.g., over pressure control, remote ESD / Line Valve operation) • Failsafe, Redundant Logic Solvers including logic solver applications utilising multiple IO sources (e.g. 2oo3 voting across 3 IO cards) • Redundant power supply system and details of UPS requirements. • Intrinsically Safe Process Barriers • Alarm Management Functionality • Lifecycle management of assets and maintenance (including software/firmware patches as part of maintenance) • Cyber security competence (IEC 27001 & 62443) • Safety system validation • Network interfaces shall interface from multiple third party devices over various communication protocols, as both Provider/Recipient of information.
