What is being bought

South West Water's "Customer Led Intelligent Operations" (CLIO) programme objectives include maximising the customer experience, developing our people and our business. We aim to achieve these by improving our communication channels, improving the accuracy and timeliness of information, and adopting best practice techniques across all aspects of our operations. The first phase of CLIO requires a 'Mobile Workforce and Job Management System' (WFM) to replace the current ageing systems. The new solution is expected to provide a far greater scope than the current WFM systems. The requirements of the WFM is split into 3 Lots: Lot 1 - Software Lot 2 - System Integration Lot 3 - Business Implementation / Change Management

Comparable-procurement analytics

Benchmarked against retained Find a Tender procedures with CPV division 48. The category anchor is Software package and information systems (48000000); this is a deliberately broad market comparator. The comparison is shown at several levels rather than pretending one company or region is always the best benchmark.

Comparison setProceduresReported bids per procedureNamed award suppliersPrice evidence
Market: CPV division 486,8361 median · 9.6 average (2,488 of 6,836 with a bid count)1.7 average (2,927 of 6,836 with named award suppliers)Not published

“Reported bids” is an official aggregate, sometimes reported per lot; it is the closest available competition measure. “Named award suppliers” are winners, not all applicants.

Price-outcome signal

Not enough comparable procedures currently publish both a GBP tender value and a usable lowest-valid-bid value to calculate a responsible price-reduction benchmark. Tenderline deliberately does not infer a saving from named award suppliers or from missing award values.

"description": "Bristol Water has created a programme of activities to support its bold ambition to transform how it operates. The aim is to set an example in excellent customer service for the water industry through learning from utilities and other industries.\nThe Customer Led Intelligent Operations (CLIO) programme objectives include maximising the customer experience, developing our people and our business. We aim to achieve these by improving our communication channels, improving the accuracy and timeliness of information, and adopting best practice techniques across all aspects of our operations.\nThe first phase of CLIO requires a 'Mobile Workforce and Job Management System' (WFM) to replace Bristol Water's current ageing system. The new solution is expected to provide a far greater scope than the current WFM system to enable other aspects of the wider programme.\nThe requirements of the WFM is being split into 3 Lots:\nLot 1 - Software\nLot 2 - System Integration\nLot 3 - Business Implementation / Change Management\nA future phase for the WFM will be the integration and implementation of the software within South West Water.\nBristol Water plan to issue pre-qualification documents for Lot 1 and Lot 2 in advance of Lot 3. It is then the intention to complete the pre-qualification stage for Lot 1 prior to closing the pre-qualification stage of Lot 2 and Lot 3.\nThe estimated total value is between £11.3m and £13.9m.\nA more detailed description, including of CLIO and timeframes, are available from Bristol Water's e-sourcing platform detailed in this notice. Please note there are different PQQ submission dates for each Lot - this will be detailed within the PQQ document. The date indicted in this notice is the last of those dates - submission dates for other Lots may be earlier. \nImportant: in 2021 Bristol Water was acquired by Pennon Group, the owner of South West Water. This tender is being procured by Bristol Water on behalf of both itself and South West Water. Any contract award following these procurement processes will be available for use by either party or other associated Group companies. Resulting agreements may be with either Bristol Water, South West Water or another Pennon Group entity.",

"description": "Bristol Water supplies clean water services to 1.2 million people using over a 2,400 km supply area around Bristol. We serve our customers with over 6,700 km of mains and millions of assets that are managed and maintained using our Operational teams. To underpin our commitments to our customers, we use an extensive set of remote desk-based and field-based staff to ensure we maintain excellent levels of customer services. \nBristol Water is examining its options to procure and deliver a new system(s) to support mobile working for approximately 200-250 remote field based and 50 office based planning and scheduling staff. We are looking for a solution(s) that will integrate and work with our existing enterprise class technologies that reside in our IT architecture and support the enablement of various types of work. Planning, scheduling, status completion are just some of the obvious (but not only) areas that we are looking to have included within our solution. In addition, the solution needs to provide improvements to our customers and align to our aims to drive customer excellence in our organisation and improve their self-service capabilities. Ways of working in the mobile space are a critical component to how we operate as a business and a number of capabilities including health and safety, materials management and asset management will be key components into our future mobile working.\nWe are looking to find a partner(s) that can provide the software for our requirements, implement a new solution to aggressive timescales and work with us through a change management program that will successfully realise the benefits of the new system.\nThis Prior Information Notice has been placed as part of the organisation's pre-procurement engagement. As part of the pre-procurement Bristol Water intend to hold a supplier information event at the end of January 2022. The aim of the event is to inform the market of our intentions and to assist finalising our procurement approach.\nSubject to Covid-19 restrictions and rules in place in England at the time, the event will be held in person at Ashton Gate Stadium, Bristol, on 27th January 2022 between 13.00 and 16.00. We will be limiting in person attendance to one person per company. We will make online attendance available. \nTo register interest in the event please contact wfmproject@bristolwater.co.uk with your company name, company address, company registration number, contact name, contact email address, contact phone number and company website address by 3pm on 14th January. If you can also state if you wish to attend in person or not this will help plan the session.\nMore details of the event will be sent by email to those registering interest in due course.\nThis is not a call for competition.",
