What is being bought
Published requirement descriptionScarborough Borough Council (SBC) is to construct a new Whitby Maritime Training Hub (WMTH) to support the maritime and marine sectors. The overall vision of the WMTH will be “to become a renowned centre of maritime/marine training and enterprise which strengthens and supports the local, regional, national and international maritime and marine sectors and embodies traditional and 21st century maritime culture.”
SBC recognises that a skilled and experienced operator of the WMTH will be required to fully maximise its potential as an integrated hub to develop and support traditional and emerging sectors across a wide range of operational, education and support disciplines, therefore, SBC proposes to acquire an independent operator for the WMTH to manage the Hub on its behalf. SBC will maintain freehold ownership of the building and land.

- Review procedure
The Council will incorporate a minimum 10 calendar days standstill period at the point information on the intention to award the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the Council before any contracts are entered into. If an appeal regarding the award of such contracts has not been successfully resolved, the Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or who are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
