Procedure rationaleThis Voluntary Ex Ante Transparency (VEAT) notice directly awarding this contract without prior publication is due to the council being unable to identify any suitable alternative provider of the system and service. The contract will allow the Council to continue its vital road safety work and meet its statutory duty under section 39 of the 1988 Road Traffic Act, 'to take steps both to reduce and prevent accidents'.
Accordingly, it is considered that the proposed award of a contract to Agilysis is in accordance with paragraph 2(b) of Regulation 32 of the Public Contracts Regulations 2015 (EU Directive 2014/24/EC). |
