- Why no open competition
- New works/services, constituting a repetition of existing works/services and ordered in accordance with the strict conditions stated in the directive
- Published justification
- This is a significant project that has been under development throughout 2026. The supplier was engaged to provide the RIBA design services during the early stages of the project and has developed detailed knowledge of the site, project requirements, constraints, and stakeholder objectives. As a result of their extensive involvement and understanding of the project, the Trust considered them best placed to ensure continuity, minimise project risk, and maintain programme delivery. Consequently, the Trust elected to proceed with a direct call off under framework to the incumbent supplier.
