- Why no open competition
New works/services, constituting a repetition of existing works/services and ordered in accordance with the strict conditions stated in the directive
- Published justification
The contract was awarded to the incumbent supplier due to an urgent operational requirement and the need to ensure continuity of Waking Watch Services. The time available to procure the services did not allow for completion of a full competitive procurement process without creating an unacceptable risk to resident safety and service delivery. The incumbent supplier was therefore appointed for continuity purposes, ensuring no interruption to this critical service whilst maintaining compliance with the relevant provisions of the Public Contracts Regulations 2015.
