What is being bought

Published requirement description

Broads IDB is planning to procure a Contractor for the design and construction of 2 x pumping stations and one culvert, namely Horse Fen pumping station and Somerton South pumping station and Somerton culvert.

Each of these sites has an existing asset which will need to be decommissioned.

Design for all sites principally consists of tasks as follows:-

- Telemetry system

- External lighting

- Functional Design Specification and Human Machine Interface displays

- Sensors and monitoring equipment

- Stop log systems and non return gates valves, non return flap valves, penstocks and flow meters

- Ducting and draw pits

- Precast Concrete Components (outfall structures, pump support slabs and kiosk bases)

- Motor Control Centre (MCC), kiosk trench support system and full electrical system design

- Control kiosk including Heating, Ventilation and Air Conditioning (HVAC) and, fire and intruder alarm

- Temporary works including relevant licenses, permissions and consents

The Water Management Alliance (WMA) will oversee this procurement on behalf of the Broads Internal Drainage Board working with Turner & Townsend as advisors.

    The Client is undertaking a market engagement exercise in advance of a planned procurement for Upper Thurne Package 3 Construction Works. The purpose of the engagement is to: - introduce the anticipated scope and objectives of the forthcoming procurement - provide suppliers with an opportunity to more…understand the Clients requirements and delivery aspirations - obtain feedback from the market regarding capability, capacity, risks, innovation, procurement approach and potential barriers to participation - Inform the development of the final procurement strategy and tender documentation. Interested organisations are invited to express an interest in participating in an individual supplier engagement session. Sessions will be conducted remotely via Microsoft Teams and will be approximatly 45 minutes in duration. Representatives from the Client (WMA) and its advisors (Turner & Townsend) will attend each session. Suppliers wishing to participate should submit an expression of interest via email no later than 25th September 2026. Expressions of interest emails should include: - Organisation Name - Primary Contact Name - Contact Email Address - Contact Telephone Number - Confirmation of attendance requirements including names and positions of proposed attendees (a maximum of 3 per organisation) Following receipt of expressions of interest, participating organisations will be invited to select from a range of available meeting slots. Sessions are anticipated to take place on: Thursday 24th September 2026 Monday 28th September 2026 Tuesday 29th September 2026 Wednesday 30th September 2026 The Client will issue a briefing document in advance of the meetings and may seek feedback on specific aspects of the proposed requirement. Participation in the market engagement is voluntary. It is being undertaken to inform the Clients procurement planning and does not constitute a call for competition. No evaluation, shortlisting, supplier selection, contract award decisions or otherwise will be made as part of this exercise. Participation, non-participation or the content of the discussions will not result in any advantage or disadvantage in any subsequent procurement process. Any future procurement opportunity in respect of Upper Thurne Package 3 Construction Work will be undertaken in compliance with Procurement Act 2023.
