What is being bought

For the purposes of this early market engagement, UKFE is seeking views from suppliers capable of providing embedded engineering and technical resources to support complex, safety-critical engineering programmes. The proposed framework is intended to provide access to specialist resource on a short- to medium-term basis, typically aligned to defined roles and project needs, rather than the delivery of discrete works packages. In all capability areas, UKFE is interested in understanding suppliers’ experience to operate within the UK regulatory, safety and assurance environment, and to provide suitably qualified and experienced personnel across a range of role seniorities. Detailed requirements will be refined following market engagement. Please see a further detailed scope within the attachment. Comparable-procurement analytics

Benchmarked against retained Find a Tender procedures with CPV division 71. The category anchor is Engineering services (71300000); this is a deliberately broad market comparator. The comparison is shown at several levels rather than pretending one company or region is always the best benchmark.

Comparison setProceduresReported bids per procedureNamed award suppliersPrice evidence
Market: CPV division 713,3173 median · 31.7 average (829 of 3,317 with a bid count)3.6 average (923 of 3,317 with named award suppliers)Not published

Delivery region: UK7272 median · 87.5 average (166 of 727 with a bid count)6.1 average (205 of 727 with named award suppliers)Not published

“Reported bids” is an official aggregate, sometimes reported per lot; it is the closest available competition measure. “Named award suppliers” are winners, not all applicants.

Price-outcome signal

Not enough comparable procedures currently publish both a GBP tender value and a usable lowest-valid-bid value to calculate a responsible price-reduction benchmark. Tenderline deliberately does not infer a saving from named award suppliers or from missing award values.
