UK PACT (Partnering for Accelerated Climate Transitions)

The existing Services are being delivered by three Delivery Partners and are under contract with BEIS until the first half of 2023. This procurement will see Services commencing in Autumn 2022 for new programme deliverables with a handover of all remaining services currently delivered by existing Delivery Partners by mid-2023 and are expected to continue until 2027. Services to be delivered include but are not limited to: 1. Grant Fund Management Services (for Country Programmes and GRCF components): • Demand Scoping • Capacity Assessment • In-country market engagement • Hosting of an internet Grant portal • Running Grant Calls for Proposals including creation of competition documentation • Evaluating Grant submissions • Creating Grant documents (including completing due diligence on grant recipients) • Management of the Grant Recipients during delivery • Payment to Grant Recipients upon evidence of delivery • Monitoring and Reporting of Grants • Mobilising projects identified through other funding mechanisms 2. Skill-share and Secondment Management (for Skill-share and Secondment component): • Management of a Skill-shares & Secondment roster of individuals-transferring existing roster members to a new Delivery Partner as well as advertisement and evaluation of new members through to onboarding • Management of the roster of specialists - including engagement events and responding to queries • Training specialists before deployment • Shortlisting and selection of specialists from the roster for Skill-share deployments • Managing the welfare and performance of specialists whilst on deployments • Managing the logistics of placing a specialist in a location • Managing the security, accommodation and expenses of specialists with the host organisation • Reviewing and ensuring quality of specialist's deliverables • Managing close out of Skill-shares, including Monitoring Evaluation and Learning requirements and developing case studies 3. Engagement and Management (across all components): • Providing support to Grant Recipients to mainstream Gender Equality and Social Inclusion considerations across all projects • Identification and management of in-country partner organisations and individuals to support the Fund Management activities • Creating and disseminating engagement products e.g. website updates, blog posts, LinkedIn and Twitter posts • Managing the UK PACT website and mailing list • Building capacity for Grant Recipients and facilitating knowledge sharing across the portfolio and between the three UK PACT components (Country Programmes, GRCF and Skills-Share and Secondments). • UK PACT Contract Management, Steering and Governance requirements The Prime Minister recently announced that £200m funding will be made available to deliver UK PACT. This figure may increase to up to £340m over a five-year period, subject to Ministerial approvals and the Spending Review. Therefore, subject to final budget confirmation, it is estimated that UK PACT may seek to disperse £180m - £302m to Grant Recipients and Skill-shares & Secondments, with the Delivery Partner contract(s) for those management Services identified above expected to be between £20m and £37m in value, proportionate to total fund available. These values are provisional and subject to change and may not be reflective of final values given as part of the procurement documentation. The Department for Business, Energy and Industrial Strategy (BEIS), working with the Foreign Commonwealth & Development Office (FCDO) and Cabinet Office, has undertaken a delivery model assessment, using evidence and lessons learned from the delivery of the programme to date to inform how Services could be best delivered through Delivery Partners in the future. Planned Market Engagement events will seek to gather the market's feedback of selected different delivery model types, prior to a preferred model being identified as well as provide the opportunity to comment on elements such as the proposed specification. This procurement takes place following the UK Government's Integrated Review of Security, Defence, Development and Foreign Policy in March 2021, which recommended the closer integration of Overseas Development Assistance spending, climate and green recovery and led to the creation of the FCDO. BEIS and the FCDO are therefore working closely together on this re-procurement activity. A final decision on whether BEIS or FCDO will be the contracting entity, will be made subject to the Spending Review outcome.
