Theseus Platform for the management of Public Health Wales National Exercise Referrals Scheme (NERS)

The Theseus platform is already configured specifically for the Welsh National Exercise Referral Scheme (NERS), including bespoke workflows, data capture requirements, and pathways tailored to the programme (e.g. cardiac, mental health, stroke, and weight management).

In addition, the system includes integrated modules that are critical to service delivery, including:

• EMIS (Optum) integration to enable GP referrals directly into the system
• Data API integration with business intelligence systems
• Referral pathways and forms configured for use across 22 Local Authorities in Wales
• Existing SMS functionality, portal access, and reporting structures This level of configuration represents a highly bespoke solution aligned to current operational processes and national programme requirements.

The procurement is proposed as a single supplier arrangement due to the following factors:

• Existing system dependency and continuity:

The Theseus platform is already embedded within NERS delivery, including established workflows, referral pathways, and data structures. Transitioning to an alternative system would require significant reconfiguration, service disruption, and potential data migration risks.

• Specialist, proprietary platform:

Theseus is a proprietary system owned and developed by Cyber Media Solutions Ltd, with no equivalent off-the-shelf alternative that replicates its current configuration, integrations (e.g. EMIS), and NERS-specific functionality without substantial redevelopment.

• Integration with national primary care systems:

The platform includes a specific EMIS integration module enabling GP referrals, with established contractual and technical arrangements. Replicating this integration with another supplier would involve additional third-party costs and implementation risk.

• Operational and financial efficiencies:

The proposal offers fixed pricing over a three-year period (with optional extensions), ensuring cost certainty and avoiding the additional implementation, transition, and training costs associated with a new supplier.

• Existing support, training, and service model:

The supplier provides an established support infrastructure, onboarding materials, SLA, and ongoing system updates, reducing risk and ensuring continuity of service delivery.
