    "description": "This is a Provider Selection Regime (PSR) confirmation of contract award notice. This contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. This contract has now been formally awarded using the competitive process.\nThis service is for children and young people aged 5-18 years (up until their 19th Birthday) and up to 25 years for those with special educational needs (and already in treatment or awaiting treatment) or who are care leavers (and who meet the criteria of the service).\nThe service will provide a range of support for children and young people in relation to their emotional wellbeing needs such as:\n• Evidence based interventions\n• Workshops\n• Parenting and peer support\n• Digital offer\n• Traumatic Bereavement support\n• LGBTQIA+ support\n• Care Leavers support\n• Positive Behaviour Support\nThe model will be based on providing short intervention therapy, offering a core 6-12-week session model (shorter and longer where clinically indicated). Support will be available face to face (locally in Medway) and virtual through 1-1, group settings, workshops and through a digital offer (24/7 support).\nThis contract has now been formally awarded using the competitive process.\nAward Decision Makers\nHannah Christie- Programme Lead for CYP Mental Health and Emotional Wellbeing \nJulia Cox- Head of Child Health Commissioning \nAeilish Geldenhuys- Public Health Principal and Strategic Head of Public Health Programmes\nThere were no conflicts of interest\nThis is a New Service with an existing provider.\nKey Criteria\nImproving access, reducing health inequalities, and facilitating choice (Weighted 26%)\n•\tThe provider demonstrated that they will be able to confidently reduce the challenges people face when trying to access services, by embedding a streamlined approach to navigation and support.\n•\tThe provider demonstrated they will confidently be able to deliver a local service, understanding the need to reach out to seldom heard groups, young people with increased vulnerabilities and utilise data and insights to reduce health inequalities.\n•\tProvider had a strong focus on the service being adaptable to meet the needs of young people, emphasising the need for patient choice and autonomy where clinically appropriate \nIntegration, collaboration, and service sustainability (Weighting 25%)\n•\tEvidence of current collaboration with key partners and stakeholders, young people and families in Medway.\n•\tEvidence of how the new service has a focus on co-production with young people and their families from the outset. \n•\tThe provider demonstrated robust plans for developing and enhancing partnership working within Medway and where appropriate Kent.\n•\tThe provider demonstrated that they understood that their service will be integral to the wider system and the importance of integration with Education, SEND, Children's Social Care and NHS providers. \n•\tThe provider produced a high level overview of how to sustain the service across the length of the contract, consideration given to emerging needs and system wide challenges.\nQuality and innovation (Weighted 15%)\n              • Case studies evidence high quality service delivery in their current services.\n              • The provider demonstrated that the service has robust mechanisms and governance processes in place to monitor and review quality and safeguarding.\n              • Evidence of forward thinking, creativity and flexibility across the length of the contract. \nPresentation (weighted 4%):\n•\tClear, concise and excellently presented \n•\tConsideration given to the key fundamental elements of the service \n•\tYoung Person centred and focused \n•\tTransparent, with clear expectations \n•\tEnsured the service specification was detailed throughout \nSocial Value (weighted 5%),\nThe provider has set out social value commitments in accordance with the Council's Social Value requirements.\nValue (weighted 25%)\nThe provider confirmed delivery of the service within the financial envelope.",
