Published requirement descriptionHampshire Constabulary and Thames Valley Police invites applications from suitable organisations who wish to tender for dog kennelling services for dangerous, seized and prisoner dogs.
The tender is split into 2 geographical Lots: Lot 1 - Hampshire and the Isle of Wight and Lot 2 - Thames Valley Area (Berkshire, Oxfordshire and Bedfordshire).
The full requirements are set out within the procurement documents which are downloadable free of charge from In-tend.
The contract will commence on 27th September 2022 for 3 years with the option to extend for a further 12 months (4 years in total).

- Suitability
In accordance with Articles 57 - 62 of Directive 2014/24/EC and Regulation 57 of the Public Contracts Regulations 2015. Organisations are advised it is a condition of this contract that all managers and operatives (including subcontractors) are suitably competent to execute all trades and operations encompassed by these Contracts in full compliance with UK legislation.

A Local Authority License to board and care for all dogs including those characterised as 'dangerous' in line with the Animal Welfare Act 2018 must be held.

The Contracting Authority will incorporate a minimum ten (10) calendar days standstill period at the point that information on the conclusion of the Contract is communicated to all tenderers. This period allows any unsuccessful tenderer(s) to seek further debriefing information from the Contracting Authority before the conclusion of the Contract. Such additional information should be requested from the address at I.1 of this notice. If an appeal regarding the conclusion of the Contract has not been successfully resolved, then the Public Contracts Regulations 2015 (SI 2015/102) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be started within thirty (30) days beginning with the date when the aggrieved party first knew or ought to have known that grounds for starting such proceedings had arisen. The Court may extend the time-limit for starting proceedings where the Court considers that there is good reason for doing so, but not so as to permit proceedings to be started more than three (3) months after that date. Where the Contract has not been concluded, the Court may set aside the decision to award the Contract or order the Contracting Authority to amend any document and may award damages. If the Contract has been concluded, the Court may only award damages, or where the award procedures have not been followed correctly, declare the Contract to be ineffective.
Publisher note: Due to the complex nature of this contract volumes are difficult to estimate and therefore figures should be used as a guide but will not reflect the actual contract value. The estimate figures shown within this notice are based on historical figures, with a slight uplift and also reflect an anticipated increase due to the pandemic and increase in dog ownership (see paragraph below). Estimated spend (based on historical data with slight uplift): Lot 1 - Hampshire up to £160,000 (£40k per annum) Lot 2 - Thames Valley up to £1,200,000 (£300k per annum) - note this is split over two kennels. Value increase (if required): As permitted by Regulation 72 1 a of the Public Contracts Regulations 2015, either Lot maybe increased at any time during the life of the contract by no more than 50% of each Forces estimated value (Lot 1 extra £80k and Lot 2 extra £600,000) so long as this increase does not materially change any part of the service/contract and will operate on the same terms and conditions. The total contract value set out in section II.1.5 shows the maximum permissible spend where this option is applied. Due to the sensitive nature of this contract the successful kennel(s) details will not be placed in the public domain.
