Published requirement descriptionTelford & Wrekin Council are looking to receive applications from Providers to join a multiprovider
Framework to deliver specialist care services for Adults with Learning Disabilities,
Autism, Mental Health and Acquired Brain Injury needs, in suitable locations.
We want to work with established, experienced providers who deliver a curious,
compassionate and solution focused approach central to delivering a person-centred
service.
Community Led support (including that delivered by partners in the Voluntary and
Community Sector)
Living Well forms the basis of all Lots.
The principles and ethos of Living Well apply whether someone has complex needs or
lower-level needs. We want people to be part of the community in which they live.
This is not typically regulated provision and is provided to people with:
- Learning disabilities
- Autism
- Mental Health
- Acquired Brain Injury
The value of the Framework will be shared across all Lots.

- How the procedure runs: This Procurement is being conducted by Telford & Wrekin Council (the Council) in accordance with the Procurement Act 2023 using the Competitive Flexible Procedure. The Specialist Care Framework is a two-stage process and is run as a completely electronic process using the Authorities' eSourcing solution (In Tend). The framework is anticipated to commence on 1st April 2026 and will continue for a period of two year(s) (24 months) unless terminated in accordance with the Terms and Conditions of Contract. Published description of the framework
The framework is anticipated to commence on 1st April 2026 and will continue for a period of two year(s) (24 months) unless terminated in accordance with the Terms and Conditions of Contract.
We intend to reopen the framework after six months and again after Year 1.
There are no limits on the number of providers that may join The Specialist Care Framework.
Tenderers who are unsuccessful in the first round of evaluations may resubmit when the Framework reopens.
The Tender Response Documents allows Tenderers to provide evidence of their capability to undertake the service(s) and also to address how the service itself will be provided.

- Overnight support
In addition to this, people supported by Lot 3 services may have complex behaviours and or health needs and / or dual diagnosis.
