Direct Award will be made under the justification “due to an absence of competition for technical reasons and provided there are no reasonable alternatives, only a particular supplier can supply the goods, services or works required” within Schedule 5 of the Direct Award Justifications criteria within PA23.

RIN has a unique position in the marketplace, supported by its technical capability, established sector relationships and relevant experience. On this basis, a direct award to RIN for both workstreams is considered the most appropriate and proportionate procurement route.
