What is being bought
This notice is to advise that Derby City Council ("the Council") intends to enter into contractual arrangements with Binnies UK Limited (formerly Black & Veatch) for the provision of design and flood modelling technical support and services to the Our City Our River (OCOR) programme. The Environment Agency have recently approved the updated and stabilised existing OCOR model. This model data now needs the additional information of the remaining OCOR proposals, for model runs to be undertaken for a series of flood scenarios and review the current understanding of the impact of the proposed realignment of the flood defence line at Derby Riverside, as a quick fact checking exercise, prior to commencing the further work on the OCOR Flood Risk Assessment for the OCOR full-detail planning application to be submitted for consideration.

The initial term of the commission is estimated to commence 1 February 2023 and end 31 December 2026, with an option to extend for a further 2 x 12months periods, Longstop end date is 31 December 2028, subject to requirements of the OCOR programme. The Council intends to enter into contractual arrangements with Binnies UK Limited (formerly Black & Veatch). The negotiated procedure without prior publication is being used and is justified under Regulation 32 (9) Additional ground relevant to new works or services which repeat similar ones. The negotiated procedure without prior publication may be used for new works and services consisting of the repetition of similar works or services entrusted to the economic operator to which the same contracting authority awarded an original contract, provided that such works or services are in conformity with a basic project for which the original contract was awarded following a procedure in accordance with regulation 26(1) and (2). Binnies UK Limited (formerly Black & Veatch) have extensive knowledge of the EA Derwent Flood Model for the OCOR stretch of the river Derwent. They were contracted to deliver previous OCOR flood modelling and technical support and advice. Binnies have also more recently completed the successful hydrology and non-stationarity update of the OCOR flood model.
