Coverage: 44 active published awards; 11 bid reports (which may be per lot). Supplier values exclude multi-supplier awards, frameworks and DPS, and use GBP only. They are published award values, not payments. Published-to-award variance compares single-lot, single-award, single-supplier GBP procedures with explicitly non-framework/non-DPS status; increases remain in the average. Unpublished data stays unknown. Awarded suppliers are winners, not all bidders.

What is being bought
A Sanctuary Scheme is a multi-agency, survivor-centred initiative which aims to enable households at risk of violence to remain safely in their own homes by installing a 'Sanctuary' in the home and through the provision of support to the household. This is sometimes referred to as "target hardening". The Target Hardening Property Scheme for Worcestershire is being commissioned in conjunction with all six District Councils (Bromsgrove, Malvern Hills, Redditch, Worcester City, Wychavon & Wyre Forest) in Worcestershire. The intention is to create a single, high quality, responsive commissioned service across the County to provide Target Hardening to various levels within existing accommodation to enable survivors of Domestic Abuse to remain in their own homes. Sanctuary Schemes are referred to in the Domestic Abuse Act 2021, which places a strong emphasis on supporting survivors of domestic abuse and their children within safe accommodation.

*This notice is for market awareness, engagement and request for information only* Worcestershire County Council is undertaking preliminary market engagement (PME) to understand the level of market interest and gather insight to inform the future procurement of a Target Hardening Properties service. A Sanctuary Scheme is a multi-agency, survivor-centred approach designed to enable households at risk of domestic abuse to remain safely in their own homes. This is achieved through the installation of tailored ‘sanctuary’ safety measures within the property, alongside appropriate support for the household. This approach is often referred to as “target hardening.” The Target Hardening Property Scheme for Worcestershire is being commissioned in partnership with the six District Councils (Bromsgrove, Malvern Hills, Redditch, Worcester City, Wychavon and Wyre Forest). The ambition is to establish a single, high-quality, responsive countywide service. This service will deliver proportionate target hardening interventions within existing accommodation, enabling survivors of domestic abuse to remain safely in their homes wherever possible. Sanctuary Schemes are recognised within the Domestic Abuse Act 2021, which places a strong emphasis on supporting survivors of domestic abuse and their children within safe accommodation. This includes ensuring provision meets the needs of diverse communities, including minority groups and individuals with care and support needs, to improve outcomes and reduce inequalities. Worcestershire County Council invites interested organisations to provide feedback on the proposed service via the following MS Forms survey: https://forms.cloud.microsoft/Pages/ResponsePage.aspx?id=hxj0rDe900WeZUfN5I3IWiKdGnubi4RGscwoIkzVMYZUNzVKVjdSVkxFMFQ3VERQVEdBRDNZSDRZOC4u Please note that all feedback gathered through this engagement will be used solely to inform the development of the service and will not form part of any future tender evaluation process. If your organisation is not already registered on In-tend, you will need to do so to access and apply for procurement opportunities in Worcestershire.
