What is being bought
The purpose of this Prior Information Notice is to notify the market of Belfast City Council’s intention to hold a pre-market engagement event with interested suppliers to provide information on the PEACEPLUS Community Connections Project.
The PEACEPLUS Community Connections project aims to support the integration and inclusion of people from minority ethnic backgrounds to grow their representation and voices within the city as well as developing familiarity and links with other communities. This a citywide project that contains 4 separate but related strands:
Strand 1: Community Leadership and Mentoring Programme
Strand 2: Belfast Community Orientation and Cultural Facilitators
Strand 3: Community Connectors Programme
Strand 4: Community and Network Building
This project contributes to the implementation of the Celebrating Cultures and Diversity theme under the Belfast PEACEPLUS Local Community Action Plan.
The overall target requirement for the project is 726 participants, within an allocated budget of £638,135 (excluding VAT), from date of contract award (planned for February 2025) to December 2027.
The PEACEPLUS Community Connections project forms parts of the Belfast PEACEPLUS Local Community Action Plan, which is supported by PEACEPLUS, a programme managed by the Special EU Programmes Body (SEUPB).

As part of this process Belfast City Council will host a pre-market engagement consultation on Tuesday 5th November 2024, 10am – 12pm in Belfast City Council Offices at 9 Adelaide Street, Belfast, BT2 8GA to provide further detail to interested parties including the project requirements, key deliverables and results, the procurement process and the indicative timeframes for the project. Anyone interested in attending this session is required to register their interest by e-mailing peacepluslap@belfastcity.gov.uk by COP Friday 1st November 2024. A maximum of 1 individual per organisation can register to attend and further detail will be issued to registered attendees in advance of the session.
