Why no open competition: The procurement falls outside the scope of application of the directive
Published justification: A direct award option was selected under the Back Office Solutions 2 - RM6285 Framework with Civica, which ensures continued provision via a compliant route to market. The framework allows for a direct award for requirements that are simple, easily defined, low value and where no additional benefit would be derived from a further competition.
