What is being bought
The service is for the provision of surge and rapid response support to Local Authorities in response to Covid 19.<br/><br/>The service is to provide support to Directors of Public Health (DsPH) and Regional Partnership Teams (RPT) in preparing for, and responding to, Covid-19 outbreaks. The support is to be mobilised and deployed nationally, at short notice, and at scale, for: pre-emptive planning, response management, deployment of response teams, performance improvement and voluntary sector coordination. The service is to provide advanced rapid response management drawing on experience gained in other response activities, probably in international disaster response, and demonstrate an ability to draw together national assets to work alongside local capabilities and working to locally directed priorities.<br/><br/>The service is to provide rapid and surge response service individuals and teams who can respond quickly, to uncertain situations and work across a range of scenarios.

Interested candidate that meet the selection criteria will be invited for an online market engagement meeting and thereafter invited to tender assuming they meet the selection criteria.<br/><br/>To be shortlisted, the provider must be a non-profit organisation or solely owned by a non-profit organisation; with a clear mission to provide rapid response service at a global/national level with past experience.<br/><br/>A restricted procurement procedure will be used for awarding this contract. The detailed award criteria be in the invitation to tender document. <br/><br/>This tender will be covered by Article 77 of the Public Contracts Directive<br/><br/>Note there will be no further call for competition as only interested economic operators that have expressed interest in writing will be invited for tender; those that have passed the selection criteria.<br/><br/>Interested applicants are to express interest in writing by Tuesday 15th February 2022 to happy.oboh@dhsc.gov.uk coping andrew.driscoll@dhsc.gov.uk. Additional information: Additional information will be shared with applicants that meets the selection criteria as part of invitation to tender.
