What is being bought
Published requirement descriptionPlymouth City Council (“The Council”) will shortly be seeking to re-procure its Contract for the ‘Supply, Installation and Maintenance of Bus Shelters and Information Panels (Advertising Concession)’.
The new Contract will consist of upgrading, and maintaining the city’s public transport infrastructure and associated advertising within bus shelters and on Information Panels that will deliver income generation and improve public transport facilities in line with The Council’s Corporate Plan - www.plymouth.gov.uk/aboutcouncil/corpora… ↗, Plymouth Plan - www.plymouth.gov.uk/planningandbuildingc… ↗ and the wider Joint Local Plan - www.plymouth.gov.uk/sites/default/files/… ↗.
The Council has made available the Key Requirements from the new Contract, along with draft Terms & Conditions which can be accessed by registering your interest through www.supplyingthesouthwest.org.uk ↗, Project reference DN591733.
The Council would welcome feedback from organisations that register an interest in this future opportunity concerning the Key Requirements and draft Terms & Conditions, particularly in relation to any red flags, or issues that the market foresee.
Any feedback must be received via the messaging facility within the Supplying the South West Procurement Portal by 1200hrs on Tuesday 1st February 2022 and in turn these will be reviewed by the Council’s legal team who will then make any necessary changes prior to the procurement being launched during February 2022.

The current contract for Sponsored Supply and Maintenance of Street Furniture will terminate on 3rd September 2022, with a new Concession contract anticipated to commence on 4th September 2022. It is envisaged this will have an initial term of ten (10) years with provision to extend by a further two (2) periods of five (5) years.
It is envisaged the new Contract will include but not be limited to, provision of Bus Shelter infrastructure and Information Panels including supply, installation maintenance, and delivering digital and non-digital advertising revenue opportunities.
The estimated date of publication of the Concession notice is February 2022 and it is anticipated that The Council will be using the Open procedure.
