What is being bought
HMRC is seeking support in the form of an external Supplier with strategic commercial transformation expertise and experienced delivery of complex commercial activities. HMRC is looking for a Supplier with the ability to both meet ongoing requirements to execute complex commercial IT projects, such as Support for SAP Upgrade to HANA and support for DALAS framework (where there may not be sufficient capacity or specialist capability in-house) and be a strategic partner to develop a mature and continuously improving IT Commercial function for HMRC and support the ongoing maturity of the in-house IT Commercial function and appropriate operating model.

    The Supplier will need to demonstrate capability across the following areas: • Expertise and capacity to shape and execute complex commercial IT projects in government • Effective delivery of Category management, Sourcing, Contract Management and Strategic Supplier Relationship Management. • Operating model design, implementation and commercial capability develop-ment/build in public sector organisations across the full end to end IT commercial teams. • Awareness and experience of the complexities and challenges of delivering IT modernisation programmes and the associated commercial considerations. • Ability to bring together specialist technical and commercial skills to provide strate-gic advice. • Experience of adding value in a post-disaggregated IT estate. • The Supplier must also demonstrate independence from, and the ability to work with, other strategic advisors. The requirement is to be met via individual Statements of Work, as and when the need arises. There is no initial Statement of Work. Therefore, there is no commitment by HMRC regarding spend and/or volume of work.
