The contract award was approved by Executive Director of Insight and Commissioning Strategy and Executive Director of Finance and Investment. No conflicts of interest have been declared in relation to the contract award. The criteria applied to this intention to award was: Basic Selection Criteria - Mandatory and Discretionary Grounds - Suitability to pursue activity - Technical and professional ability Key Criteria Quality - 30% Quality is weighted highest because it represents the core purpose of the service - delivering safe, effective, patient centred care with the ability to adapt and improve. A higher weighting ensures providers who demonstrate strong clinical governance, innovation and measurable outcomes are appropriately prioritised. Innovation - 10% Innovation is weighted lower to ensure new approaches enhance service delivery without overshadowing essential quality and safety standards. It recognises the importance of improvement while preserving balance in evaluation. Value - 15% Value is weighted moderately to capture efficiency and cost effectiveness, while ensuring assessments do not become cost driven. This supports fair and proportionate evaluation and maintains quality as the primary focus. Integration, collaboration and service sustainability - 15% This criterion weighting is reflective of the need to ensure effective collaboration within the wider health and care system is essential for seamless pathways relating to Emergency / Urgent care access. Improving Access, reducing health inequalities and facilitating choice - 20% Improving access and reducing health inequalities is weighted proportionality to reflect the core purpose of the service provision in accessing emergency and urgent care services for the population covered by the service provision. Social Value - 10% Social Value is weighted at the required minimum standard and ensure providers contribute to local economic, social and environmental wellbeing, while maintaining focus on core service outcomes. NHS Humber and North Yorkshire ICB has conducted an assessment of the Provider against the stated Basic Selection Criteria and Key Criteria and considers that the existing provider is satisfying its current existing contract, will likely satisfy the new contract to a sufficient standard, and the proposed contracting arrangements are not changing considerably. • Quality - The Provider demonstrates consistently strong evidence of safe, effective, and patient-centred care, underpinned by robust clinical governance, structured triage processes, and continuous risk monitoring. The provider demonstrates high patient satisfaction, timely access to care, and measurable outcomes including reduced emergency demand. • Innovation - The Provider has shown its ability to embed proven, practical innovations that directly improve care delivery and outcomes, including a dual-hub model, demand-responsive capacity, and multi-stage triage supported by digital tools supported with through strong clinical leadership. • Value - delivery of cost-effective care while maintaining quality has been demonstrated through high utilisation, a low cost-per-contact model, and efficient workforce deployment. • Integration, Collaboration and Service Sustainability - the Provider has demonstrated seamless integration with primary care and the wider system, including shared clinical records, coordinated pathways, and strong partnerships with GP practices, acute services, community services. The service has demonstrated continuity of care, reduces duplication, improves patient flow, and contributes to workforce stability, align to healthcare policy of neighbourhood health. • Improving access, reducing health inequalities and facilitating choice - the Provider demonstrably improves access for a rural population through locally based hubs, reducing travel times and enabling timely care through a neighbourhood-based service. • Social Value - The Provider is delivering the requirements of the contract in respect of social value which are relevant and proportionate to the service provision beyond direct clinical care, including reduced carbon emissions through localised service delivery, support for local employment and workforce development, and fair, inclusive employment practices.
