  • Change The modification will continue previously approved service enhancements and support the expansion of key sexual health interventions for the remainder of the contract term. This includes widening access to HIV Pre-Exposure Prophylaxis (PrEP), implementing new Doxycycline Post-Exposure Prophylaxis (Doxy-PEP) interventions in line with national clinical guidance, and integrating Tuberculosis (TB) testing alongside existing STI and blood-borne virus screening services to improve outcomes for high-risk populations. The contract is also being extended by the full three-year option period. The service has been operational for over four years and continues to meet or exceed all key performance indicators, critical performance measures, and social value requirements. The extension option was provided for in the original procurement and hence there is no change to the lifetime value of the contract as a result of exercising this option. — Need for additional works, services or supplies by the original contractor/concessionaire: This is a permitted modification under regulation 13(3)(d) of the Provider Selection Regime Regulations 2023, a contract may be modified where the change is required in response to external factors beyond the control of both the relevant authority and the provider, The modification does not alter the overall nature of the current contract. The contract was varied to support the delivery of enhanced sexual health and HIV prevention initiatives, including expanded access to HIV PrEP, the introduction of Doxy-PEP for the prevention of syphilis and chlamydia, and increased TB testing and treatment pathways for at-risk populations. Additional funding was provided to create capacity for integrated TB advice, testing and referral services within the contract. As Liverpool's designated sexual health provider, Axess implemented these enhanced interventions, which continue to support the objectives of Liverpool's Sexual & Reproductive Health and HIV Strategy by reducing inequalities, improving access to preventative services and strengthening health outcomes. The continuation of the variation throughout the proposed three-year extension period will ensure these interventions remain embedded within service delivery and allow the provider to continue meeting current and emerging population health needs.
