Procedure rationaleThe Authority has elected to enter into a direct agreement with the named Economic Operator following an evaluation of rates for similar services under a compliant framework agreement.
This analysis found that the Authority could achieve better value for money for the public(saving between 45000GBP and 213000GBP per annum) by entering into a direct agreement rather than pursuing the framework option.
A short-term contract has therefore been agreed for an initial 12 months with option for a further 12 months subject to an ongoing value for money assessment. This review will also factor in the ongoing development of our transport strategy, as well as allow the market to stabilise post-Covid and see where vehicle hire rates are heading in the medium to long term. |
