- Why no open competition
- Single Suppliers Technical Reasons
- Published justification
The Contracting Authority conducted Preliminary Market Engagement to identify market capability for an end-to-end Property Licensing Service. While two market participants demonstrated capability utilizing specialized property licensing platforms (including Metastreet), objective evaluation confirmed a technical absence of competition under Schedule 5, Paragraph 4 of the Procurement Act 2023 regarding immediate, risk-free transition.
One respondent’s proposal requires an initial phase of discovery, workflow mapping, and system configuration to align separate licensing streams. The Authority has a critical, immediate statutory timeline that cannot accommodate a phased implementation or data-migration loop without severe operational disruption to regulatory enforcement.
Home Safe Delivery Partnership Ltd is the exclusive supplier demonstrating immediate, unconditional platform readiness with fully pre-configured workflows tailored to the Authority's live launch requirements. No reasonable alternative or substitute exists that meets the necessary immediate implementation timeline without introducing disproportionate transition costs and statutory delay.
