Leicester City Council invites providers to attend our upcoming market engagement event for the High Dependency Intermediate Care (HD) service model. It is anticipated that tenders would be sought in mid-September for an anticipated contract start date of 1st April 2027, immediately after the end of our current contract providing Discharge to Assess High Dependency RRR Residential service to Leicester and Leicestershire. This market engagement event will give providers an opportunity to gain an early understanding of the proposed model, ask questions, and prepare for participation in the forthcoming tender process. What is High Dependency Intermediate Care (HD)? High Dependency Intermediate Care provides a short-term, intensive care and support bedded service in a non-clinical environment (i.e. nursing home) within the Leicester or Leicestershire area. This discharge pathway is for individuals with complex health and social care needs who require a higher level of support than traditional intermediate care services. The service aims to support timely hospital discharge, prevent unnecessary hospital admissions, promote recovery, reablement and rehabilitation, and enable people to regain as much independence as possible within a community setting. The service specific requirements include a minimum of fifteen dedicated High Dependency Intermediate Care beds within a CQC-registered nursing home that is rated Good or Outstanding by the Care Quality Commission at the point of tender submission (anticipated mid-September). It is proposed that these beds are to be block booked for a maximum contract term of 3 years on a 1+1+1 basis. Also included as a proposed requirement is for the location of these beds to be within a Leicester or Leicestershire care home. The commissioners will use the information to appraise options and further develop a specification.\nThis process does not constitute a formal tender or other competitive bidding process and will not result in the letting of a Contract. The authority is using this process solely to test the market to gather information and ascertain the level of interest in this particular service.
