within a single accommodation setting in Lowestoft, together with all staffing required to deliver a homelessness prevention and rough sleeping support service. The contract is funded through the Homelessness and Rough Sleeping Grant and has an estimated value of £582,662 (including VAT) over the period 2026 to 2029. The Council previously conducted a compliant Open Procedure for homelessness and rough sleeping support services, divided into two lots. While a compliant tender was received and awarded for Lot 2 (Rough Sleeping Initiative Beds), no tenders were received for Lot 1. Consequently, the Council was unable to award the contract through the competitive procedure, and an award under Section 19 of the Procurement Act 2023 is not possible. The Council continues to require the Safe to Stay Hub service to support its statutory homelessness prevention responsibilities and delivery of grant-funded services. Following the unsuccessful competition, the Council intends to directly award the contract to Anglia Care Trust, which is not an excluded supplier and has demonstrated its capability to deliver the requirement through its existing homelessness accommodation services and the availability of suitable accommodation meeting the original specification. The direct award will ensure the timely continuation of a critical homelessness prevention service and supports the procurement objectives set out in Section 12 of the Procurement Act 2023, including the delivery of public benefit and value for money.
