What is being bought
Published requirement descriptionTfL are procuring the design, manufacture and supply of circa 61,140 seats for the 'S-Stock' trains. The S-Stock fleet of trains comprises of the following lines on London Underground:
- Metropolitan Line;
- District Line;
- Hammersmith and City Line; and
- Circle Line.
This contract for an estimated duration of 3 years with an option to extend for up to 24 months.
In total there is a nominal 193 trains consisting of two variants, 'S8' (59 trains circa 360 seats each) and 'S7' (133 trains circa 304 seats each).
- How the procedure runs: TfL is undertaking a competitive flexible procedure with multiple stages; (1) Conditions of Participation (including bidder selection); (2) Initial Tenders; (3) Negotiation; and (4) Best and Final Offer. The process and procedures are described in more detail within Volume 1 of the Tender. IMPORTANT: There will be only one submission for the first (1) and second (2) stage for this procurement as mentioned above. The submission shall include all information required for the assessment.

- Price carries 30 of 100 points: a 10% discount moves about 3 points. The method statement decides this lot, not the discount.

- How it runs

- Risks
TfL / LUL operate a live running railway there there may be operational considerations where trains may not be available and thus, slow the progress of contract delivery. There is an allowence to extend the contract by up to 24 months from the original completion date to cover this risk.
There is also a risk of accidental or other damage at no fault of the Supplier, thus there is a provision while the contract is live to purchase additional Seats (or parts thereof),
