ROOF REPLACEMENT, WINDOW REPLACEMENT, FIRE STOPPING, STRUCTURAL RE-INFORCING AND OTHER ASSOCIATED WORKS AT LAWN HOUSE, LAWN STREET, WINCHESTER PLEASE NOTE THIS OPPERTUNITY IS RESERVED FOR HAMPSHIRE BASED SUPPLIERS. The council is seeking to appoint a contractor to carry out the following works: replacement of the pitched and hipped roofs to the main buildings and flat roofs to the communal area, Flat 25, scooter store and 6no bin stores. The works to be carried out in conjunction with the planned replacement to the roofs are: structural strengthening works to main roof timbers, fire stopping and fire compartmentation works to roofs voids and communal stairwells, replacement of rainwater goods, replacement of all windows and patio and balcony doors, replacement of cladding to bin stores and Flat 25 and replacement of doors to bin stores and scooter store.

    Conditions of participation are included in the tender document but bidder should note that this contract is reserved to suppliers based within the county of Hampshire in accordance with article 3 of the Local Government (Exclusion of Non-commercial Considerations) (England) Order 2026. The council has chosen to do this to support its corporate objective of delivering strong, sustainable business growth and to reflect the National Procurement Policy Statements focus on local suppliers as well as to make the opportunity more appealing to our local SMEs. To be eligible for consideration for this opportunity, bidders must be based within the Hampshire County boundary. Based being defined as where that contractor is situated or has established substantive business operations, not taking account of the location of the corporate ownership or control of the contractor. As a minimum we expect this to be a staffed premises. Bidders are required to self-certify that they meet this criterion but the council reserves the right to request additional information to confirm that this criterion is satisfied. Where the council cannot confirm or is not satisfied with the supplier’s response, the council reserves the right to award the contract to the next highest ranked bidder. For the avoidance of doubt this contract is limited to suppliers based in the following areas:
