What is being bought
The awarded contract is for the provision of Spares, Repairs and Firmware to monitor, maintain and update Outstation equipment which supports the Road User Charging programme.
Outstation equipment is used within the Road User Charging
system to capture all moving vehicles at specific camera locations across the estate. The provider will be required by Transport for London to provide firmware and software maintenance, updates, fixes and repairs, as well as the provision of hardware items required for the maintenance and support of the existing cameras across the estate.
Further, the provider will provide Original Equipment Manufacturer level maintenance and support services for outstation assets. They include:
-Firmware/software updates to maintain outstation performance and security;
-Ongoing access to a repair facility for legacy outstation hardware; and
-Access to bespoke spare parts not available on the open market.
This is planned to continue until all cameras are removed and replaced at their end of life, within the term of the to-be-awarded, Detection and Enforcement Infrastructure contract
which has been published under Notice Identifier: 2025/S 000-070268.

Procedure rationale(1) Direct Award - Conditions met
The Outstation Spares, Repairs and Firmware Contract is a direct award under section 41 and Schedule 5 Procurement Act 2023.
This is on the basis that only Yunex can supply the services required due to the following conditions being met:
Schedule 5, Paragraph 5
(a) due to a particular supplier having intellectual property rights or other exclusive rights, only that supplier can supply the goods, services or works required; and
(b) there are no reasonable alternatives to those goods, services or works.
Schedule 5, Paragraph 6
(a) due to an absence of competition for technical reasons, only a particular supplier can supply the goods, services or works required; and
(b) there are no reasonable alternatives to those goods, services or works.
(2) Direct Award - Justifications
A direct award to Yunex is justified for technical reasons.
The current Detection and Enforcement Infrastructure contract, which is separate to this agreement and is provided by Yunex includes Original Equipment Manufacturer-level maintenance and support services for existing Outstation assets which are proprietary to Yunex. This contract is planned to continue until all cameras are removed and replaced at their end of life, within the term of the to-be-awarded, Detection and Enforcement Infrastructure contract which has been published under Notice Identifier: 2025/S 000-070268.
They include:
-Firmware/software updates to maintain outstation performance and security;
-Ongoing access to a repair facility for legacy outstation hardware; and
-Access to bespoke spare parts not available on the open market.
No other supplier can provide these service elements for bespoke Yunex cameras. |
