The direct award to Cadence Innova complying with the convertible contract concept, concerns the supply of services by the existing supplier which are intended as an extension to services based on the circumstances where a change in supplier would result in the contracting authority receiving services that are different from, and incompatible with, the existing services, and the difference or incompatibility would result in disproportionate technical difficulties in operation or maintenance.
The consultancy services have been embedded in the delivery of the project from its outset and the project is entering its final stages and a change to supplier at this stage would have significant negative impact on a highly political and sensitive project.
