Why no open competition: Extreme urgency brought about by events unforeseeable for the contracting authority/entity and in accordance with the strict conditions stated in the directive
Published justification: Severe difficulties experienced by previous contractor in delivering the required works to the standards and prices tendered, not attributable to the contracting authority; given the nature of the works, which includes works to residential homes - a failure to do so could lead to health and safety issues, there is a need to appoint a replacement contractor as soon as possible; this contract will be for a relatively short period only as an interim measure to ensure the continuity of service provision. A procurement will be commenced in May 2025 in compliance with the requirements of the Procurement Act 2023.
