Why no open competition

The works, supplies or services can be provided only by a particular economic operator due to absence of competition for technical reasons

Published justification

Procuring an alternative rent analytics software instead of Mobysoft would

require a thorough evaluation of market options, vendor capabilities, and

integration compatibility with the Council's Housing Management System.

Transitioning to a new provider could result in implementation delays, additional

training costs, and a temporary drop in arrears recovery efficiency. It would

then require phasing out by 2028.
