Published requirement descriptionIMPORTANT: Please read this section before deciding whether you wish to register for this event. This section provides you with information regarding the scope of this procurement and details some of the key requirements that a successful applicant MUST be able to deliver.
Thames Water is seeking to appoint qualified suppliers to deliver comprehensive reinstatement services across its clean water network asset base. Following operational interventions including reactive repairs, planned maintenance, mains renewals, and meter installations, the successful suppliers will assume responsibility for restoring all disrupted highways, footways, and private verges.
The scope demands end-to-end workflow execution, spanning initial site assessment, backfilling, sub-base preparation, and final surface courses, alongside seamless integration with the utility's digital management systems.
All operations must comply with the New Roads and Street Works Act 1991 (NRSWA) and local highway authority specifications. Suppliers must demonstrate robust capabilities in dynamic street works permitting to eliminate Section 74 overstay charges.
Thames Water is seeking to appoint experienced reinstatement suppliers to deliver safe, compliant, efficient and customer-focused reinstatement services across its three operational regions.
The objective of this procurement is to establish a high-performing reinstatement service that minimises time on the highway, improves customer and stakeholder experience, enhances compliance with streetworks legislation and delivers consistently high-quality reinstatements.
Thames Water is seeking suppliers who can work collaboratively to drive operational efficiency, improve planning and coordination, reduce defects and support the achievement of industry-leading performance standards.
As a minimum, in order to be considered for this framework, suppliers will need to have a point of presence within the Thames Water region, ideally in the operational areas they are interested in bidding for. Further, suppliers will be expected to integrate with Thames Water's technology in managing the lifecycle of each reinstatement job and providing near real time management information. There will also be an expectation of work occurring across weekends.
Thames Water reserves the right to refine the award criteria. Please note that that deadline for asking for access to the PSQ & submitting of the PSQ is 25 November 2026 at 12 noon.

Published description of the framework
One supplier will be awarded an exclusive contract against the framework agreement for each of the three regions; one supplier per region. The contract will contain an agreed rate card of fees which will used for billing purposes.
Each region will be able to utilise either of the other two successful suppliers to step in to replace the incumbent on a temporary basis, should the incumbent supplier be repeatedly unable to satisfy their obligations under the contract.

3 lots · all with a published value · win at most 1 of them · same conditions of participation on every lot · same evaluation weights on every lotEvery one of these 2 lots carries the same published figure, £44,100,000: it is the framework's maximum for the whole notice, not each lot's own budget, and no share per lot is published. The cards below say ceiling above rather than repeat it.

- Price carries 50 of 100 points: a 10% discount moves about 5 points. This one is won on the number: sharpen the price before polishing the prose.
- “Reinstatement Services” is a framework: the contest is a place on its panel, up to 3 suppliers, not a single contract, and call-offs are awarded directly: getting appointed is the whole game.
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.

Share of awards where the winner’s size is known.
The counts under this question show how many awards have a known supplier size.
Small firms have won here. Neither number says whether you qualify; it describes who has been winning.
i
How often local firms win similar work.
Winners with a registered address in the delivery region, out of awards with a known address.
Local means the winner is registered in the region where that award was delivered.
A local branch does not count if the registered address is elsewhere.
Most of this buyer’s recorded winners were registered outside the region where that award was delivered.
i
How long buyers here take to decide after bids close.
Middle value in days from the bid deadline to the award date, on competitions that published both.
Only decided tenders count, so slow ones still waiting are not in.
Half of these awards have an award date within 198 days of the bid deadline.
i
How often work is awarded with no recorded rival.
Direct awards and tenders where every published lot count shows one bid.
The market share is a minimum: some awards have no bid count.
Thin markets produce this too; it is not proof of a tailored specification.
Awards are recorded, but published direct routes and bid counts do not establish this buyer’s share.

About this data
- Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
- Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
- Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
- Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
