Prior Information Notice for registering market interest – Procurement relating to provision of Personal Dental Services in Oswestry, Shropshire NHS Arden and Greater East Midlands CSU (AGCSU) on behalf of NHS England and NHS Improvement - Midlands Region (will be referred to as the “Commissioner” from this point onwards) are inviting suitably qualified and experienced service providers to register their interest for the provision of Personal Dental Services in Oswestry, Shropshire. Oswestry is a market town located in the North of Shropshire close to the English-Welsh border; with a population of around 17,400. It is located approximately 19 miles from Shrewsbury. Due to Oswestry’s remote rural location, the market had showed limited interest and no bids were received when the commissioner previously tried to procure the service. Potential service providers are encouraged to diligently review information relating to the proposed procurement provided below and register their interest by 03:00 p.m. on Monday 15 November 2021, should they be keen to participate in a procurement exercise that may take place as result of sufficient market interest for this opportunity. Details relating to the proposed procurement in brief as follow: • Proposed contract length: 7 years + up to further 3 years extension (depending upon satisfactory annual performance reviews) = 10 years • Potential activity levels: In contractual year one ~ 14,000 UDAs (Units of Dental Activity), In contractual year two ~ 19,000 UDAs, From contractual year three onwards ~ 24,000 UDAs* *There may be flexibility to support the delivery of 24,000 UDAs earlier than the third year of contract; subject to the commissioner having availability of funds, patient demand and available workforce. • Proposed surgery opening hours: Core hours 09:00 to 17:00 Monday to Friday, with additional hours to meet patient access expectations as and when they may arise. • Estimated Contract Value: As of March 2021, £27.40 was paid per UDA*. Based on that rate it is anticipated that the annual contract value from third year onwards will be £657,600.00 per annum. *Rate paid per UDA is likely to change due to DDRB’s (Doctors' and Dentists' Remuneration Body) recommended pay uplift. • Proposed assistance with the mobilisation cost: A maximum contribution of £100,000 will be paid in the first year of contract to cover the initial one-off mobilisation and set-up costs. This will be in addition to the anticipated annual contract value for the first year.
