What is being bought
Published requirement descriptionThe Hampshire Public Health Strategy 2023-2026 aims to reduce the number of residents harmed by drugs and alcohol by providing high quality prevention, treatment and recovery services.
In Hampshire, there are an estimated 2,100 people who use opiates and/or crack, and around 9,000 people who are alcohol‑dependent and not currently in treatment. In addition, over 5,000 people are engaged in drug and alcohol treatment and continue to experience significant vulnerability.
People with drug and alcohol needs, whether they are accessing support or not, are among our most vulnerable residents. Substance use can have a profound impact on health, families and local communities. Individuals are often marginalised and stigmatised by communities, services and employers, and this stigma creates additional barriers to seeking help, sustaining recovery, improving quality of life and participating fully in community life.
A priority for the Hampshire Strategic Drug and Alcohol Partnership (HSDAP), led by Hampshire County Council Public Health, is to reduce stigma and strengthen local systems so people can seek help early, recover, and participate fully in community life. Engagement and co-production with people with lived experience of drug and/or alcohol dependency is central to this programme of work.
In 2025 Hampshire County Council undertook a literature review to identify evidence-based interventions to address drug and alcohol related stigma. This review indicated there is significant potential to reduce stigma through facilitating contact and connections with people with lived experience. There is also growing evidence on the effectiveness of peer support programmes in the community to enable longer term recovery. Hampshire County Council have an established Recovery Ambassador programme to develop recovery communities in Havant, Gosport and Fareham districts.
Recovery Ambassadors are people with experience of drug /alcohol dependence who are now in recovery, and with training and support, are able to use their experience to help, engage and inspire others to choose or maintain their recovery from drug and/or alcohol use.

The Provider shall invoice the Council for payment of the Agreement Price at the time the charges are expressed to be payable in accordance with Schedule 3 (Payment and Invoicing). In line with the Contract Terms and Conditions, a purchase order will be raised through our internal payment system and on receipt of a valid undisputed invoice, this will be paid within 30 days.
Invoices which do not meet the requirements of Schedule 3 (Payment and Invoicing) will not be settled until receipt of an accurate invoice. The Council reserves the right to return an invoice that does meet the requirements of Schedule 3 (Payment and Invoicing).

Local Government Reorganisation
Local Government Reorganisation (LGR) is part of the Government plans to replace the current two-tier system of county councils and district/borough councils with unitary councils across the country. The County of Hampshire is impacted by this and is currently progressing through the LGR process.
During the life of this contract, the LGR process will progress and will impact this contract. Impacts may include, but are not limited to, contract changes such as a change to the legal name/entity of the Authority you currently contract with, increases and/or decreases in the value/volume of goods/services/works required due to the change in size/scope of the Contracting Authority, changes to the scope of the nature of goods/services/works required, or the requirement may no longer be needed and will terminate. Although any contract scope changes should broadly relate to the nature of the existing scope, new goods/services/works of a related nature may be required that were not previously included. The scale and exact timing of the changes to your contract will be communicated to you when appropriate, as all contractual arrangements will need to be able to adapt to the LGR changes as required, to ensure smooth transition and continuity of services. Hampshire County Council seeks suitable and qualified providers for its service for Recovery Communities and Ambassadors, across Hampshire County Council.
This Notice is to inform the market of the Provider Engagement event that will be held on the 6th of May 2026 at 14:30. The session will be 60 minutes, and will be an opportunity to further understand the requirements for this upcoming Tender opportunity. We encourage providers to attend the event, and to ask questions during the allocated time within the presentation, ahead of this opportunity being published. Suppliers wishing to attend should register (if not already registered) on the Council's e-tendering platform, In-tend (in-tendhost.co.uk/hampshire/aspx/Home ↗) and 'Express Interest' against the project 'AS28226 - Recovery Communities and Ambassadors'.
The event will be advertised on the In-Tend portal, and providers will be able to register interest in attending this event via the In-Tend portal through completing a form, including the names and email addresses of all attendees, and submitting this via In-Tend. The session will take place at 14:30 on the 6th of May 2026 and will be held via MS Teams. Providers must completed the form to express interest in attending the event by Tuesday 5th May at 14:00.
