What is being bought

NHS Arden and Greater East Midlands Commissioning Support Unit (AGCSU), on behalf of NHS England (referred to as the Authority), is inviting suitably qualified and experienced providers to respond to this Competitive Process for the provision of a Medication to Manage Problematic Sexual Arousal (MMPSA) Service for the South-West,<br/>North-West and North-East regions (initial pilot service) including the Clinical Regional Multi-Disciplinary Team, as part of a jointly commissioned HMPPS-NHS England care pathway.<br/><br/>This competitive process is a re-run of the MMPSA procurement published on 14th May 2026. <br/><br/>The reason for abandoning the initial exercise was due to Commissioners discovering an inconsistency in relation to the financial standing assessment methodology and have now corrected the issue. <br/><br/>The documentation remains as it was previously, with the exception of the following documents which have been updated:<br/>• Document 1:<br/>o 1.4 & 1.5 – mobilisation wording amended<br/>o 2.2 – timeline with dates amended<br/>o 6.9.1 – document table (to include Document 7 – Financial Capability and Capacity Assessment (subsequent document re-numbered) and the inclusion of Documents 10a, b and c - bidder event slides, Q& A log and Clarification Log from the previous project)<br/>• Question E.01 of the Basic Selection Criteria Questionnaire and removal of E.01a.<br/>• Addition of question A.11 in the Basic Selection Criteria Questionnaire to indicate which Lot(s) Providers are bidding for.<br/><br/>The service is being commissioned under the following Lots:<br/>Lot 1 - MMPSA Service: South-West<br/>Lot 2 - MMPSA Service: North-West<br/>Lot 3 - MMPSA Service: North-East<br/><br/>To participate in the Competitive Process, please register and access documentation via the Atamis (Health Family) portal: https://atamis-1928.my.site.com/s/Welcome<br/>Should providers have any queries, or have problems using the portal, they should contact Helpdesk at: Phone: 0800 9956035 E-mail: support-health@atamis.co.uk<br/><br/>The response deadline is 12pm, midday, on Wednesday 16th September 2026 and the project reference in Atamis is C461163.

NHS Arden and Greater East Midlands Commissioning Support Unit (AGCSU), on behalf<br/>of NHS England (referred to as the Authority), is inviting suitably qualified and<br/>experienced providers to respond to this Competitive Process for the provision of a<br/>Medication to Manage Problematic Sexual Arousal (MMPSA) Service for the South-West,<br/>North-West and North-East regions (initial pilot service) including the Clinical Regional<br/>Multi-Disciplinary Team, as part of a jointly commissioned HMPPS-NHS England care<br/>pathway.<br/><br/>The service is being commissioned under the following Lots:<br/>Lot 1 - MMPSA Service: South-West<br/>Lot 2 - MMPSA Service: North-West<br/>Lot 3 - MMPSA Service: North-East<br/><br/>MMPSA is a voluntary, clinically assessed intervention, delivered alongside psychological<br/>and behavioural support, for individuals whose problematic sexual arousal presents<br/>significant distress or risk-related concerns.<br/><br/>The service builds on an established South-West pilot and existing provision, and this<br/>procurement will both continue delivery in the South-West and expand into additional<br/>regions (North West and North East).<br/><br/>The service is at an early stage of development, following ministerial commitment as part<br/>of the sentencing review, and as such, will evolve over the contract period. Providers will<br/>be expected to deliver a safe and effective service in line with the specification, while<br/>working with Commissioners to support ongoing evaluation, learning, and refinement.<br/><br/>At a high level, the service will:<br/>* operate as a multi-disciplinary clinical service model<br/>* deliver assessment, prescribing, and ongoing medical management<br/>* integrate with wider risk management and rehabilitative services<br/>* support continuity of care across custody and (where appropriate) into the community<br/><br/>The service is due to commence in March 2027 or sooner if possible.<br/><br/>The initial contract period is 2 years with Commissioners having the option to extend for<br/>up to a further 2 years.<br/><br/>The successful Provider(s) in respect of each Lot is expected to be operational,<br/>providing some services from November/December 2026.
