Publisher note: "This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR. Written representation can be made for the attention of Public Health Nursing Commissioner to [email protected]. The standstill period will end at midnight on the 28 October 2026. The decision to award the contract was made by the Director of Public Health under delegated authority granted by the Executive Member for Health and Wellbeing. The assessment was reviewed by the Hampshire County Council Provider Selection Regime Panel, comprising representatives from Public Health, Procurement and Legal Services, who confirmed that the requirements for Direct Award Process C had been met. No actual, potential or perceived conflicts of interest were declared by those involved in the assessment or decision-making process. The decision to proceed with Direct Award Process C was informed by an assessment of the existing provider against the basic selection criteria and the five key criteria set out in the Health Care Services (Provider Selection Regime) Regulations 2023. The Council placed particular importance on the provider's ability to continue delivering high quality and safe services, maintain integration and collaboration with partner organisations, support service sustainability, improve access and reduce health inequalities, and deliver value and wider social value benefits. Following a detailed assessment process, Hampshire County Council concluded that Hampshire and Isle of Wight Healthcare NHS Foundation Trust had met all required standards and demonstrated its ability to continue delivering the service to the required standard. The assessment found that the provider had delivered the existing contract satisfactorily and was likely to continue delivering the new contract to a sufficient standard. The Council therefore determined that the provider met the requirements for Direct Award Process C and was the most suitable provider for the continued delivery of the services. Hampshire County Council is s satisfied that the proposed contract is not materially different from the existing contract. The services remain substantially unchanged and the proposed arrangements do not meet the threshold for a considerable change, whilst the lifetime value of the proposed contract is more than £500,000 greater than the contract being replaced, the increase is not 25% or more, and therefore the financial threshold for a considerable change is not met."
