    "description": "The NHS Wales Shared Services Partnership, hosted by Velindre University NHS Trust, is acting on behalf of Cwm Taf Morgannwg University Health Board.\nThis contract is for a Psychosocial Substance Misuse Service within HMP & YOI Parc Prison. The purpose of the service is to provide psychosocial interventions to prisoners and children within HMP & YOI Parc Prison. The service provides assessment, stabilisation, and assisted withdrawal for individuals with substance misuse problems.\nThis notice constitutes an Intention to Award Notice and confirms the commissioner’s intention to award a contract following the application of Direct Award Process 2 under the Health Services (Provider Selection Regime) (Wales) Regulations.\nDirect Award Process 2 has been considered the most appropriate procurement process for this requirement, as the term of the existing contract is due to expire and the commissioner has proposed a new contract to replace the existing contract at the end of its term. The proposed contracting arrangements do not represent a considerable change, and the commissioner is satisfied that the existing provider is delivering the current contract to a sufficient standard and is likely to satisfy the requirements of the proposed contract.\nPublication of this Intention to Award Notice commences the standstill period in accordance with the applicable regulations. The commissioners are satisfied that the existing provider is meeting the requirements of the current contract and is likely to continue to satisfy the requirements of the proposed contract to a sufficient standard.\nThe provider was assessed against the five key criteria prescribed by the Health Services (Provider Selection Regime) (Wales) Regulations 2025. All criteria were considered important and were assessed using a pass/fail methodology. Particular importance was attached to quality, continuity of care, collaboration, and service sustainability, given the specialist nature of substance misuse services and the need to maintain established therapeutic relationships, consistent support, and effective multidisciplinary working within the Health Board.\nThe assessment concluded that the provider has delivered, and is likely to continue to deliver-\n-\tQuality – high-quality substance misuse services that meet the needs of individuals accessing treatment and support.\n-\tValue – good value through an appropriate balance of cost, quality and patient outcomes.\n-\tCollaboration and Service Sustainability – collaborative and sustainable services that support continuity of care, effective partnership working, and improved health outcomes.\n-\tImproving Access and Reducing Health Inequalities – accessible services and equitable treatment for all eligible individuals, including those who may experience barriers to accessing substance misuse treatment and support.\n-\tSocial Responsibility – service provision that supports economic, social and environmental wellbeing in the delivery of patient care and support services.\nThe provider also met all basic selection criteria relating to activity levels, insurance arrangements, clinical governance, technical and professional capability, and professional registration. The provider demonstrated the necessary capacity and capability to continue delivering specialist substance misuse treatment, support, and related services within the Health Board.\nNo providers were excluded from the procurement process.\nNo actual, potential, or perceived conflicts of interest were declared by any individual involved in the decision-making process.\n(WA Ref:164281)",
