Coverage: 29 active published awards; 20 bid reports (which may be per lot). Supplier values exclude multi-supplier awards, frameworks and DPS, and use GBP only. They are published award values, not payments. Price reduction compares single-lot, single-award, single-supplier GBP procedures with explicitly non-framework/non-DPS status; increases remain in the average. Unpublished data stays unknown. Awarded suppliers are winners, not all bidders.

This is likely to involve online surveys and focus groups. It is envisaged the framework would be for four years. The aim is to enable consumer insight and evidence to feed into emerging consumer issues, relevant to OPSS, in a timely and responsive manner. It is therefore proposed to tender for up to 3 economic operators to participate in a framework to provide ad-hoc market research on a call-off basis. The framework will provide OPSS the flexibility to conduct ad-hoc consumer research in response to emerging events and policies. It will also enable the quick, easy and cost-effective generation of insight and early learning to inform policy and communications.
