Why no open competition: The procurement falls outside the scope of application of the directive
Published justification: We currently have 300 metres of bespoke fabric in stock with the supplier which has our logo on the fabric. In addition, utilising the existing investment in the fabric and the environmental consideration if the fabric were to be disposed of are our main rationale.
