What is being bought
Published requirement descriptionTo provide care and support for individuals who are accessing support from the Alcohol Care Team (ACT) based in the University Hospital of North Tees, to form the liaison between NTH acute service and local community substance misuse service in Hartlepool - START.
To utilise START reporting system - Systmone to assess if individuals are known to START and ascertain current treatment plans.
To work collaboratively with START and allocated Recovery Coordinators from the service to plan joint care and risk management plans delivered within START core hours, including ensuring START are aware of any admissions and also discharge planning; including commencement of Opiate Substitute Therapy (OST), and ensuring Naloxone provision has been given where applicable.
The provider will work with START to ensure there is agreed performance reporting to the quarterly substance misuse governance group

A fundamental service for the substance use model in Hartlepool which provides improved access for people accessing START to efficient substance use support, including prescribing of opiate substitute therapies in Hospital settings. This supports reducing health inequalities and supports timely access to medication and community based services. Individuals are offered choice when it comes to treatment pathways. Service users take an active part in the development or their care plans from initial assessment to discharge from Hospital. The provider understand the health care needs of those using substances in Hartlepool and offers additional services accordingly, such as access to groups in Hospital settings.
The Authority intends to award a contract to an existing provider following Direct Award Process C under the Provider Selection Regime (PSR)

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to decision makers by 10th March 2026 to [email protected]. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.

These were the decision makers. · There were no Conflicts of interest identified among the Public Health Senior Management Team during the decision-making processes.
