- Why no open competition
- The procurement falls outside the scope of application of the directive
- Published justification
The county of which both authorities operated in were going through the LGR process which resulted in the decision being taken to award a short-term interim contract to cover this time, but also to allow a more long-term decision to be taken once an LGR model had been selected.
This also allowed direct savings immediately with the incumbent who were proven to be of sufficient quality and service.
West Devon Borough Council are insourcing their waste function from 1st April 2027 - this unpredictability leads to a difficult place to estimate quantities required from suppliers and therefore cannot accurately be judged until it is in place, therefore again awarding a formal contract to the incumbent allows the smooth transition of a supplier already knowing the setup and challenges of the organisation.
