Published requirement description

Habinteg Housing Association wishes to appoint one or more Supplier(s) to deliver communal cleaning, window cleaning and grounds maintenance services across its residential schemes in Central and East England.

The services are intended to ensure that communal areas are maintained to an appropriate standard, providing safe, clean and well-maintained environments for residents.

The opportunity has been divided into four Lots, comprising:

  • Lot 1: Milton Keynes & Dunstable Grounds Maintenance Services
  • Lot 2: Communal Cleaning in Letchworth
  • Lot 3: Thetford & Hoveton Grounds Maintenance and Communal Cleaning Services
  • Lot 4: Essex & Ipswich Grounds Maintenance, Communal Cleaning and Window Cleaning Services

The successful Supplier(s) will be expected to provide services to all sites within the Lot(s) awarded.

Suppliers may submit a Tender Response for any or all Lots. Each Lot will be evaluated independently, and there is no restriction on the number of Lots that may be awarded to an individual Supplier.

Habinteg welcomes bids from suppliers of all sizes, including small and medium-sized enterprises (SMEs), and has structured the opportunity into Lots to encourage competition and maximise opportunities for local suppliers.

Suppliers are required to attend a mandatory site visit for the Lot(s) they intend to bid for. Site visit dates, locations and the registration process are detailed within Schedule 1. Suppliers are responsible for ensuring that they attend all mandatory site visits relevant to their Tender Response. Attendance must be registered no later than 12:00 noon on 30th October 2026.

Habinteg has established Lot-specific and site-specific budget caps as detailed within the relevant Schedule 4 - Pricing Schedule. Suppliers must ensure that submitted pricing does not exceed the applicable budget cap(s).

Habinteg is seeking to establish constructive and collaborative relationships with its appointed Supplier(s), working in partnership to deliver high-quality services, achieve value for money and support positive outcomes for residents throughout the Contract Term.

Within the Pricing Schedule, Habinteg has identified the schemes and properties currently requiring service delivery. Should this portfolio require amendment during the Contract Term, including the addition, removal or alteration of schemes, properties or service requirements, this shall be considered the materialisation of a known risk and shall be managed in accordance with the provisions of the Contract.

Please note that Shared Services for Housing Ltd (SSfH) is acting as the managing organisation and procurement lead on behalf of Habinteg Housing Association for this Tendering Procedure.

  • The authority expects to re-tender this requirement around 3 Oct 2031, 23:59 BST.

What this means for your bid
  • Price carries 40 of 100 points: a 10% discount moves about 4 points. The method statement decides this lot, not the discount.
  • Turnover usually expected: about £1,348 – ~£96,268 per lot (twice each lot's annual value).

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula. Turnover is an indicative market norm (≈2× annual value), not a published condition.

Question for the bid
This buyerHabinteg Housing Association Limited · all categories
What to do with it
How often do SMEs win?
i

How often small and medium firms win.

Share of awards where the winner’s size is known.

The counts under this question show how many awards have a known supplier size.

Last 36 months.

Buyer: 1 of 2 known-size awards · market: CPV 7731 · Yorkshire and the Humber, n=23
1 of 287%

Small firms have won here. Neither number says whether you qualify; it describes who has been winning.

How often do local suppliers win?
i

How often local firms win similar work.

Winners with a registered address in the delivery region, out of awards with a known address.

Here, local means registered in Yorkshire and the Humber.

A local branch does not count if the registered address is elsewhere.

Last 36 months.

Buyer: 0 of 5 known-location awards · market: CPV 7731 · Yorkshire and the Humber, n=31
0%32%

Most of this buyer’s recorded winners are registered outside Yorkshire and the Humber.

How long to a decision?
i

How long buyers here take to decide after bids close.

Middle value in days from the deadline to the first award notice, on competitions that published both dates.

Only decided tenders count, so slow ones still waiting are not in.

Last 36 months.

Buyer: no decision dates published · market: CPV 7731 · Yorkshire and the Humber, n=8
—37 days

Half of these awards were announced within 37 days of the bid deadline.

How often single-bid or direct?
i

How often work is awarded with no recorded rival.

Direct awards and tenders where every published lot count shows one bid.

The market share is a minimum: some awards have no bid count.

Thin markets produce this too; it is not proof of a tailored specification.

Last 36 months.

Buyer: exactly 3 of 5 procurements with awards had no recorded rival · market: CPV 7731 · Yorkshire and the Humber, n=31

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.

Review and risk notes
Risks

The following risks have been identified that would

impact the performance of the Contract, where the

impact cannot be known at this stage but may

relate to a Contract modification if the risk was to

materialise:

  1. Risk of legislative changes, regulatory changes or changes in law during the term of a Contract
  2. Risk of unforeseen changes to delivery/operational standards
  3. Risk of changes in technology, IT solutions or systems
  4. Risk of unforeseen increase in Contracting Authority budgets/increased volume of works/services
  5. Risk of unforeseen circumstances that cause the value of the Contract to increase (previous examples include BREXIT, war, pandemic and the cost-of-living crisis)
  6. Risk of unforeseen political impact
  7. Risk of decrease/increase in property volume.
