- The authority expects to re-tender this requirement around 1 Jan 2032, 23:59 GMT.
- How the procedure runs: The Royal Mint intends to conduct this procurement using the Competitive Flexible Procedure under the Procurement Act 2023. The procedure will comprise the following stages: **Stage 1 – Invitation to Participate (ITP)** Interested suppliers will be invited to submit responses demonstrating their technical experience, manufacturing capability and capacity, quality and colour management arrangements, supply chain resilience, and mobilisation experience. Responses will be evaluated against the published selection criteria. Suppliers must meet the minimum scoring thresholds to qualify for progression. The Royal Mint intends to shortlist up to five suppliers for Stage 2, although additional suppliers may be progressed where scores are tied at the shortlisting threshold. **Stage 2 – Initial Invitation to Tender (ITT)** Shortlisted suppliers will be invited to submit detailed technical, operational and commercial proposals against the published award criteria. This stage will include a mandatory physical packaging sample exercise, with samples assessed alongside the relevant technical submissions. Initial tenders will be evaluated to establish the extent to which suppliers meet The Royal Mint's requirements and to identify areas requiring further clarification or development. **Stage 3 – Dialogue, Negotiation and Refinement (if required)** The Royal Mint reserves the right to undertake structured dialogue, supplier presentations, clarification meetings and/or negotiations with participating suppliers where considered necessary. Any such activities will be conducted transparently and in accordance with the principles of equal treatment. The Royal Mint may refine requirements, tender documentation or award criteria where permitted under the Procurement Act 2023, with any changes communicated to participating suppliers. The Royal Mint reserves the right to proceed directly to the Final Tender stage without undertaking dialogue or negotiation. **Stage 4 – Final Tender** Following the Initial Tender stage and any dialogue or negotiation, participating suppliers will be invited to submit their Final Tenders. Final Tenders will be evaluated against the published award criteria, comprising Technical/Quality (70%) and Commercial (30%). The Royal Mint intends to award a single contract to the supplier submitting the Most Advantageous Tender. **Stage 5 – Contract Award** Following completion of the evaluation and internal approvals, The Royal Mint will issue the required assessment information and publish a Contract Award Notice. The applicable standstill period will be observed before entering into the contract. The anticipated contract commencement date is 1 July 2027. The Royal Mint reserves the right to adapt the procedure within the parameters described in the procurement documentation and in accordance with the Procurement Act 2023. Any changes affecting supplier participation or tender submissions will be communicated appropriately.

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula. Turnover is an indicative market norm (≈2× annual value), not a published condition.

How the contest usually goes
Winner shares use published awards; bid and price charts use contested lots.
i
How often small and medium firms win.
Share of awards where the winner’s size is known.
The counts under this question show how many awards have a known supplier size.
Small firms have won here. Neither number says whether you qualify; it describes who has been winning.
i
How often local firms win similar work.
Winners with a registered address in the delivery region, out of awards with a known address.
Local means the winner is registered in the region where that award was delivered. The market figure counts awards delivered in Wales (Cymru).
A local branch does not count if the registered address is elsewhere.
Most of this buyer’s recorded winners were registered outside the region where that award was delivered.
i
How long buyers here take to decide after bids close.
Middle value in days from the bid deadline to the award date, on competitions that published both.
Only decided tenders count, so slow ones still waiting are not in.
Half of these awards have an award date within 48 days of the bid deadline.
i
How often work is awarded with no recorded rival.
Direct awards and tenders where every published lot count shows one bid.
The market share is a minimum: some awards have no bid count.
Thin markets produce this too; it is not proof of a tailored specification.
Missing bid counts may hide more single-bid awards. This share is a minimum.

About this data
- Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
- Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
- Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
- Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
