- How the procedure runs: The University will be following the Competitive Flexible Procedure using a two stage process as follows: 1. Stage 1 - Participation Stage: After expressing an interest in this procurement opportunity, suppliers will be required to complete the Wales Procurement Specific Questionnaire (WPSQ), where conditions of participations have been set. The conditions of participation must be satisfied to proceed to the next stage of the procurement, tendering. As part of the selection process, the information provided in the WPSQ will be used to determine the top scoring suppliers who will be invited to tender. The number of suppliers that will be invited to tender will be no more than 8. The University will therefore only be taking through the 8 highest scoring suppliers to Stage 2 of the tender process. Should there be a tie-break situation where the score is the same for more than one supplier (= 8th), in this situation the supplier that scores the highest for question 21a of the WPSQ will be invited to tender. If multiple suppliers score the same for this question then priority will be given to the supplier that scores the highest for question 21b of the WPSQ. 2. Stage 2 – Tender Stage Only those suppliers that are successful at the participation stage will be invited to tender for this contract. Each stage will be conducted fully electronically via the University’s ‘InTend’ e-tender portal. All documentation will be issued via this portal and all responses must also be submitted via the portal.

The University is hosting a pre-market engagement event for the re-procurement of its Premises Cleaning contract, which expires on the 30th of June 2026.
This event will take place at the University’s Cyncoed Campus (Cyncoed Road, Cardiff, CF23 6XD) on Thursday, 23rd October 2025 at 10.00am.
The deadline for submitting a response is 5pm, Friday 17th October 2025.
The University reserves the right to reject an application to attend sent after this deadline.
In order to confirm your attendance at this event, please register your interest on the University’s e-tendering portal, InTend.

Suppliers interested in attending must register on the portal and then express an interest in the project. Once registered, please complete the registration form (Page 4 of the Premises Cleaning attachment) and return via the correspondence function within the portal.
Outgoing messages from the University will be sent to bidders using the email address entered as part of the portal registration process. In considering what email address to use for this purpose, we strongly recommend that a generic, shared email address is used to help avoid any loss of communication through changes of staff or staff sickness or holidays that may occur.
All documentation, questions and answers will be published against the opportunity on the portal following the event.
Due to resource constraints, suppliers will be limited to two attendees per organisation.
Following the event, we are also offering one-to-one question and answer sessions with representatives from the University to answer any questions, if so required. To request an appointment please use the messaging tool on the InTend e-tender site.
The one-to-one sessions will be available week commencing 3rd November between 10am and 4pm. The deadline to request these sessions is Tuesday 28th October at 12.00 noon.
These sessions will be conducted via Microsoft Teams and will be recorded. If the University believes that information that is shared in these sessions is relevant to other suppliers, the information may be shared with other suppliers. The recording itself, will not however, be shared with other suppliers.
