Stage 1 - Participation Stage: After expressing an interest in this procurement opportunity, suppliers will be required to complete the Wales Procurement Specific Questionnaire (WPSQ), where conditions of participations have been set. The conditions of participation must be satisfied to proceed to the next stage of the procurement, tendering. \nAs part of the selection process, the information provided in the WPSQ will be used to determine the top scoring suppliers who will be invited to tender. The academic environment is dynamic and changes with each new student intake and local circumstances. Almost by definition, the cleaning service must be flexible to deal with several situations and be output driven. \nThe cleaning of the University’s premises must be carried out in accordance with the following standards:\n•\tBritish Institute of Cleaning Science (BICSc) standard\n•\tNHS Wales National Standards of Cleanliness (2021) for all clinical areas\n•\tHealthcare Inspectorate Wales (HIW) expectations for all clinical areas\nThe University is an accredited Living Wage provider  and as such the University wants to achieve fair and non-exploitative working practices within this contract. The University has adopted the Welsh Government’s Code of Practice on Ethical Procurement in Supply Chains , which is designed to ensure that high-quality public services are delivered throughout Wales by a workforce that is treated legally, fairly and safely and is well rewarded. \nTo reflect this conviction the University has committed to paying the living wage for all the staff employed via our key out-sourced facilities management areas. As such, the cleaning staff currently employed by the incumbent supplier are paid the Living Wage. The University will therefore require the successful supplier to continue to pay those staff who work on this contract the Living Wage. ",

    "description": "Cardiff Metropolitan University is hosting a pre-market engagement event for the re-procurement of its Premises Cleaning contract, which expires on the 30th of June 2026. \nThe contract requires the cleaning of all the University’s premises, which are approximately 68,000 m2. The estate ranges from traditional offices, teaching spaces to laboratories and sporting facilities. \nThe contract will also include twice yearly window cleaning; a twice-yearly specialist clean of the Podiatry Department, light waste removal duties and carpet cleaning as required. \nThe cleaning services are required for 51 weeks of the year, apart from our sports facilities areas which are open to the public and require a cleaning service for 52 weeks of the year. \nThe successful supplier will be required to provide all cleaning materials and consumables, cleaning machinery and staff uniforms.\nAt this stage, it is also our intention to include a separate lot within the tender for the University’s summer residential cleaning requirements. This will be for the provision of a deep cleaning service of our student accommodation at the Cyncoed Campus (CF23 6XD) and the Plas Gwyn Halls of Residences (CF5 2XJ). In total, Cyncoed Campus consists of 484 en-suite bedrooms, 53 kitchens and all associated linked corridors. Plas Gwyn consists of 392 bedrooms, 49 kitchens and all linked corridors.         "description": "The University is hosting a pre-market engagement event for the re-procurement of its Premises Cleaning contract, which expires on the 30th of June 2026. \nThis event will take place at the University’s Cyncoed Campus (Cyncoed Road, Cardiff, CF23 6XD) on Thursday, 23rd October 2025 at 10.00am. \nThe deadline for submitting a response is 5pm, Friday 17th October 2025.\nThe University reserves the right to reject an application to attend sent after this deadline. \nIn order to confirm your attendance at this event, please register your interest on the University’s e-tendering portal, InTend.\nThe portal web address is: https://in-tendhost.co.uk/cardiffmet/aspx/Home\nSuppliers interested in attending must register on the portal and then express an interest in the project. Once registered, please complete the registration form (Page 4 of the Premises Cleaning attachment) and return via the correspondence function within the portal. \nOutgoing messages from the University will be sent to bidders using the email address entered as part of the portal registration process. In considering what email address to use for this purpose, we strongly recommend that a generic, shared email address is used to help avoid any loss of communication through changes of staff or staff sickness or holidays that may occur. \nAll documentation, questions and answers will be published against the opportunity on the portal following the event. \nDue to resource constraints, suppliers will be limited to two attendees per organisation. \nFollowing the event, we are also offering one-to-one question and answer sessions with representatives from the University to answer any questions, if so required. To request an appointment please use the messaging tool on the InTend e-tender site. \nThe one-to-one sessions will be available week commencing 3rd November between 10am and 4pm. The deadline to request these sessions is Tuesday 28th October at 12.00 noon. \nThese sessions will be conducted via Microsoft Teams and will be recorded. If the University believes that information that is shared in these sessions is relevant to other suppliers, the information may be shared with other suppliers.
