Official Requirement Description:
Swindon Borough Council invites you to contribute to Preliminary Market Engagement (PME) in relation to providing Vacant Property Repairs (Voids) works to its housing stock.
The Council intends on establishing a framework of up to three contractors to deliver Vacant Property Repairs (Voids) works over an initial framework period of 24 months with an option to extend by up to 12 months. The estimated contract commencement date is 14th January 2027.
Swindon Borough Council has a housing stock of approximately 10,500 properties across the Borough plus a number of sheltered accommodation properties (if required), of which approximately 600 properties are void each year. Vacant properties may require refurbishment, general maintenance, repair and improvements to return them for re-letting on line with Swindon’s Re-let standard. The works can range from minor repairs to major capital works requiring full property renovation, depending on the age of the property and condition upon return.
Of the approximate 600 void properties each year, approximately 250 properties per year are refurbished by the Council’s in-house team.
A further circa 175 properties are refurbished by an external contractor under a term contract.
For the remaining circa 175 properties, the Council is proposing to establish a framework consisting of up to three contractors to deliver the required works on those properties and, upon completion, handed back to the Council for allocation to prospective tenants.

The estimated framework annual value is £2,134,490.00.

To participate in the PME, Suppliers will need to Register as a Supplier with ProContract, https://www.supplyingthesouthwest.org.uk , then Register an Interest before obtaining access to the PME Questionnaire. In the event of difficulties registering as a supplier, please refer to the System Administrator Proactis support team ( https://suppliersupport.proactisservicedesk.com ).
This PME exercise will close at 16:00 on 25th September 2026 and completed questionnaires are to be submitted by this date and time; following this all responses shall be reviewed by Swindon Borough Council.
